Attending the signing ceremony, the VNPOST had the presence of Mr. Pham Anh Tuan - Member of the Executive Committee of the Party Committee of the Centrally-run Businesses' Sector, Deputy Secretary of the Party Committee, a member of the Board of Members, General Director and other Board members. On the side of the DIV, there were Mr. Nguyen Quang Huy - Member of the Executive Committee of the Party Committee of the Centrally-run Businesses Sector, Secretary of the DIV’s Party Committee, the Chairman of the Board of Directors; Mr. Dao Quoc Tinh - Deputy Secretary of the DIV’s Party Committee, Member of Board of Directors, General Director; and other members of the Board of Directors, representatives of the Executive Board; Mr. Ha Hong Son - Deputy Secretary of DIV’s Party Committee.
Speaking at the signing ceremony, Mr. Nguyen Quang Huy declared that the DIV is a special state-run financial institution, established in 1999, operating not for profit with the mission of protecting legal rights and interests of depositors. It contributes to maintaining the stability of credit institutions, ensuring the safe and healthy development of the banking activities. The DIV is currently insuring more than 40 million accounts at nearly 1,300 published institutions. The DIV always highly appreciates the role and position of the VNPOST and its affiliates. The official signing of a comprehensive cooperation agreement between the DIV and the VNPOST will open up new and comprehensive cooperation opportunities to exploit and utilize the existing potentials and strengths of each party, bringing mutual benefits toboth the DIV and the VNPOST.
According to Mr. Pham Anh Tuan, the VNPOST has a network of more than 13,000 service points, spreading to the commune level across the country. With the existing infrastructure together with the experience and human resources of the VNPOST, the two sides will continue to deepen and broaden the cooperation to implement more new services to meet the needs of the DIV through the national postal network. The VNPOST is committed to the best implementation of all agreed contents.

At present, the DIV advocates to focus on propagating the policy directly to depositors, especially depositors in rural and remote areas who are lack of information on banking activities. This is a group of people that is very difficult to reach due to its wide distribution area and tough accessing roads. Meanwhile, the VNPOST has the strength of an operating network with more than 13,000 transaction points spanning across 63 provinces, spreading to the commune level, with the average service radius of 2.93 km per point and the average served population is over 7,000 people per point. On an annual average, the VNPOST transaction points serve hundreds of millions of users. In addition to postal services, the VNPOST also provides communications distribution services, especially exclusive communications services at post office transaction points. This is the strength that meets the needs of the DIV’s demand to bring deposit insurance policy to localities and raise awareness of depositors. Recently, the DIV has cooperated with the VNPOST to implement pilot public awareness programson deposit insurance policy in 3 provinces of Bac Ninh, Hai Duong, Thai Binh and initially gained positive results. After signing a comprehensive cooperation agreement, the DIV and the VNPOST will deploy it extensively in order to realize the contents, achieve the objectives and also regularly inform each other about related contents, propose further cooperation activities and methods in the agreement implementation process.
