The ceremony was attended by Mr. Nguyen Ngoc Canh – Member of the Standing Committee of the SBV Party Committee, Deputy Governor of the SBV; Mr. Chu Dinh Dong – Deputy Head of the Personnel Committee of the Government Party Committee; Ms. Tran Thu Huyen – Member of the Standing Committee of the SBV Party Committee, Head of the Personnel Committee of the SBV Party Committee, Director General of the SBV’s Personnel Department; Mr. Bui Quang Son – Deputy Head of the Personnel Committee of the SBV Party Committee; Mr. Nguyen Anh Tuan – Deputy Chief Inspector of the SBV; Mr. Mai Khanh Dung – Deputy Director of the SBV’s Department of Credit Institutions Supervision; together with representatives of several SBV Departments and Agencies.
Representing the Deposit Insurance of Vietnam were Mr. Pham Bao Lam – Member of the Executive Committee of the Government Party Committee, Secretary of the Party Committee, Chairman of the Board of Directors (BOD); Mr. Dang Duy Cuong – Deputy Secretary of the Party Committee, BOD Member, General Director; members of the Standing Committee of the Party Committee; BOD Members; Controllers; members of the Board of Management; representatives of the Trade Union and Youth Union; heads of departments of the Head Office; and Directors and department heads of DIV branches.
At the ceremony, Deputy Governor Nguyen Ngoc Canh presented Decision No.3628/QD-NHNN dated November 7th 2025 of the SBV Governor on the transfer and appointment of Mr. Doan Manh Tu – Head of the Division for Complaint and Denunciation Settlement and Anti-Corruption, Anti-Negativity under the SBV's Banking Supervision Agency – to the position of Deputy General Director of DIV, effective from November 7th 2025. The term of office is five years from the date of appointment.
Congratulating and assigning tasks to Mr. Doan Manh Tu, Deputy Governor Nguyen Ngoc Canh expressed confidence that, with more than 20 years of professional experience at the SBV and in related fields, Mr. Doan Manh Tu will continue to demonstrate his competence and capacity, while proactively learning and improving to fulfill his duties in the new role, contributing to the overall development of the DIV.
According to Deputy Governor Nguyen Ngoc Canh, strengthening the DIV’s senior leadership is essential for ensuring the effective implementation of political tasks in the coming period, particularly in light of the draft amended Law on Deposit Insurance expected to be approved by the National Assembly at its 10th Session, which will revise and expand the functions and mandates of deposit insurance institutions within Vietnam’s financial-institutional framework.
Deputy Governor Nguyen Ngoc Canh also expressed his expectations that, with expanded functions and authorities under the amended Law on Deposit Insurance, DIV will further enhance its proactiveness in participating in the restructuring of credit institutions; assist the SBV in conducting examination and supervision of people’s credit funds; and study the diversification of its investment portfolio to improve safety and efficiency in the operations of the deposit insurer.
Responding to the Deputy Governor’s instructions, Mr. Pham Bao Lam – Secretary of the Party Committee, Chairman of the BOD of DIV – expressed appreciation to the Government Party Committee, the Standing Committee of the SBV Party Committee, and the SBV Governor for supporting DIV in strengthening its managerial leadership, enabling DIV to effectively carry out its responsibilities under the 2024 Law on Credit Institutions and the amended Law on Deposit Insurance to be adopted at the upcoming 10th Session of the National Assembly.
“DIV trusts that adding a Board of Management member with extensive experience in the banking sector, such as Mr. Doan Manh Tu, will strengthen the leadership team and support the effective implementation of assigned tasks, particularly in the rollout of the amended Law on Deposit Insurance in the near future,” Mr. Pham Bao Lam stated.
Chairman Pham Bao Lam requested that the General Director promptly assign tasks and urged the Party Committee and DIV leadership to create favourable conditions for the new Deputy General Director to assume his responsibilities quickly, contribute to executive management, and maximize his capabilities and experience to fulfill his mandate successfully.
In his remarks upon receiving the appointment, Mr. Doan Manh Tu expressed his honour and gratitude to the SBV leadership for entrusting him with this important responsibility.
Mr. Doan Manh Tu affirmed that, in his new role, he will work closely with the DIV leadership to strengthen governance capacity, improve the legal framework, and enhance operational efficiency, enabling DIV to grow stronger and contribute to the overarching objectives of safeguarding the safety of the credit institution system and protecting the lawful rights and interests of depositors - especially in the context of the amended Law on Deposit Insurance, which will expand the functions and roles of the deposit insurer.
“I hope to continue receiving the attention and guidance of the SBV leadership and the SBV Governor; the cooperation and support of SBV units; and, in particular, the companionship and trust of the leadership team and the staff of the DIV in order to accomplish the tasks assigned, thereby contributing to the institution’s strong and sustainable development,” Mr. Doan Manh Tu shared.
