Storm No. 3 causes heavy damage to both banks and customers.
Speaking at the meeting, Standing Deputy Governor Dao Minh Tu said that storm No. 3 was strong, affecting many provinces and cities, of which Quang Ninh and Hai Phong were the two provinces at the "head of the storm." The storm left heavy damage to both local banks as well as people and businesses who are customers of the banks. Therefore, under the strong direction of the Government and the Prime Minister, ministries and branches are taking drastic measures, joining hands with localities to overcome the consequences of the storm.
Accordingly, on the first working day after storm No. 3, the SBV issued a document directing credit institutions (CIs) and SBV branches in several provinces and cities to deploy solutions to support customers to overcome the consequences caused by storm No. 3. Promptly, the SBV requested CIs to direct branches and transaction offices to proactively review and summarize the losses of customers who are borrowing capital to promptly apply support measures and remove difficulties for customers such as restructuring debt repayment terms, considering interest rate exemptions and reductions , continuing to provide new loans to restore production and business after the storm according to current regulations...
"The storm has passed, leaving behind many difficulties and losses, but the biggest thing is humanity and responsibility. Many places in the localities were directly affected by the storm; after the storm, there were floods and landslides... are living in the open, with damage to both property and people, and many very sad situations. Therefore, after the storm, it is the responsibility of the banking sector to share the difficulties with the people and businesses. There is support in the issue of loans so that people have the opportunity to do business and produce again, from which there will be a source of money to repay the bank" - the Standing Deputy Governor emphasized.
In a preliminary report on the damage to banks and customers of credit institutions after the storm, Mr. Nguyen Duc Hien - Director of the SBV in Quang Ninh Province Branch, informed that although there were preparations and proactive measures to prevent and combat the storm according to the direction of the Central Government and the province, due to the intensity of the storm, all banking units in the area suffered damage. Through initial assessment of the situation, the units of the Quang Ninh banking sector did not suffer any human damage; the vault system was safe. However, most banking units suffered damage to facilities, especially units in the areas where the storm passed through, such as Ha Long City, Cam Pha, Uong Bi, and Quang Yen Town, mainly damage to branch offices, transaction offices, and ATMs.
After storm No. 3, the offices (branches, transaction offices) and other facilities (ATMs, machinery and equipment, signs, corrugated iron roofs, trees, etc.) of most credit institutions and credit institution branches in Quang Ninh province were affected and damaged, of which some units suffer quite severe damage, with two transaction offices of commercial banks having to suspend operations for repair temporarily. Immediately after the storm passed, the units focused on mobilizing forces to temporarily repair damaged assets to maintain normal operations on September 9, 2024.
According to preliminary statistics, the total damage to the facilities of credit institutions and credit institution branches in the area is estimated at 27.4 billion VND and it will take many days to fix completely.< /p>
For customers of credit institutions, storm No. 3 has caused damage and destruction to the facilities of most agencies, units, businesses, and people in Quang Ninh province. Through the quick grasp of banking units in the area, by the end of September 10, 2024, a total of 11,058 customers, with a total outstanding debt of VND 10,654 billion (accounting for 5.6% of the total outstanding debt in the whole area) were seriously affected by the consequences of storm No. 3; some customers in the aquaculture sector were severely affected (lost aquaculture rafts).
In Hai Phong, Ms. Nguyen Thi Dung - Director of the SBV in Hai Phong City Branch, said that as of September 10, 2024, through quick reports, branches of credit institutions and people's credit funds in the area have guaranteed the safety of people and safety of treasury. Most branches of credit institutions, transaction offices, and people's credit funds in the area have been operating normally since September 9, 2024. Some transaction points have not been able to operate immediately due to the failure to fix the physical facilities at the headquarters or network transmission problems and power outages. They are expected to return to normal operations before September 13, 2024.
Due to the impact of storm No. 3, most branches of credit institutions and people's credit funds in the area suffered damage to their facilities, such as signs, corrugated iron roofs, ceilings, glass doors, billboards, rolling doors, cabins for automatic transaction machines, etc.
According to a quick report on the situation of customers affected after storm No. 3, a total of 890 customers with a total outstanding debt of 15,686 billion VND were affected after the storm, focusing on industries such as livestock, aquaculture, production, business and trade, ports, fishing vessels, etc.
Many solutions to support people and businesses have been deployed by the banking industry.
Faced with the severe impact of storm No. 3 on people and businesses, bank representatives said they are quickly implementing many solutions to support customers facing difficulties after the storm.
Mr. Le Duy Hai - Deputy General Director of VietinBank, said that according to preliminary statistics, there are about 195 corporate customers affected by storm No. 3 with outstanding debt of about 18,000 billion VND. In the coming time, the bank will quickly assess the overall damage to customers in the entire system to have appropriate support measures. For customers who have purchased insurance from the bank, VietinBank will quickly speed up compensation work to create conditions for people to stabilize their lives quickly.
Mr. Le Trung Thanh - Deputy General Director of BIDV indicated that in the past time, he has continuously updated information from branches in Hai Phong, Quang Ninh, and some other localities to assess the level of damage to customers. The bank considers this an urgent task that needs to be prioritized, assess each customer case to have a plan to restructure debt, extend debt, reduce interest rates..., and issue credit packages with reasonable interest rates and reasonable scale to accompany people and businesses to recover after the storm.
Concluding the meeting, Deputy Governor of the SBV, Mr Dao Minh Tu, praised the State Bank branches in the provinces and credit institutions in the areas affected by storm No. 3 for being very proactive and responsible, not causing any damage to the treasury, and immediately restoring operations after the storm.
According to the Deputy Governor, the storm has left behind many difficulties, so in the coming time, the State Bank branches in provinces and cities directly affected by storm No. 3 need to carry out a number of tasks seriously. specifically, pay attention to and consider the circumstances of the branch's officers and employees. If there are difficulties or impacts from the storm, immediate support measures need to be taken.
In addition, continue to ensure operational safety in treasury matters and respond to flooding after storms. Along with that, continue to directly the statistics of damage caused by storm No. 3 to the banking sector in the area, carry out well the inspection and supervision of credit institutions, and ensure that the State Bank's policies on supporting people and businesses quickly come into effect. However, it is also necessary to ensure the principle of supporting customers but not allowing the situation of taking advantage of policies. The Standing Deputy Governor also suggested that the State Bank branches can study and propose suitable policies for their localities.
For credit institutions, the Standing Deputy Governor requested to review each customer case quickly, clarify the extent of damage, and grasp the wishes and proposals of customers. At the same time, become a "support" for businesses, do not collect debts by any means but be flexible, demonstrate responsibility to share, and create conditions for businesses to recover. For the head offices of banks, the Standing Deputy Governor requested to quickly provide sufficient funds for branches to overcome the losses that occurred have immediately and to issue specific instructions to the entire system in accordance with the guidance of the Prime Minister, the Government, and the SBV. In addition, the head offices also need to consider adjusting mechanisms and policies, transferring capital between branches, business targets of branches, adjusting targets for branches in difficulty, etc. In addition, continue to implement social security activities harmoniously and reasonably.
Regarding the departments, agencies, and units of the SBV, the Standing Deputy Governor emphasized the need to continue monitoring the situation and counting the damage caused by storm No. 3 to the entire banking sector as soon as possible, favoring relevant mechanisms to overcome the consequences.
In the afternoon of the same day, Mr Dao Minh Tu and the working delegation visited, shared, and encouraged a number of aquaculture households in Quang Yen town (Quang Ninh) that were severe affected by storm No. 3.
Previously, at the meeting, Ms. Nguyen Khanh Chi - Permanent Vice President of Vietnam Banking Trade Union also presented 100 million VND to the SBV, Quang Ninh Province Branch, Hai Phong City, each province to support bank trade union members facing special difficulties due to the impact of storm No. 3.
