Strategic discussions and enhanced coordination within the global deposit insurance system
The IADI AGM 2025 welcomed more than 200 delegates from 80 IADI member jurisdictions and was chaired by Mr. Alejandro López, Chairman of the IADI Executive Council. At the meeting, IADI officially introduced the revised Core Principles for Effective Deposit Insurance Systems (Core Principles), aimed at strengthening depositor protection and enhancing coordination among deposit insurers worldwide.
The AGM elected members of the new IADI Executive Council (EXCO), announced key elements of IADI’s work program for 2026, and deliberated on IADI’s strategic plan as well as proposals related to technical assistance and governance.

Mr. Pham Bao Lam – DIV’s Chairman of the Board of Directors, together with DIV leadership, presented a commemorative gift to Mr. João Freitas, Secretary General of the Portuguese Deposit Guarantee Fund.
Strengthening regional connectivity in the Asia–Pacific
During the mission, the DIV delegation also participated in the Asia–Pacific Regional Committee (APRC) meeting, chaired by Mr. Jae Hoon Yoo, Chairman and President of the Korea Deposit Insurance Corporation (KDIC).
The meeting focused on updates regarding operational developments among member institutions, a review of the APRC work plan, orientations for future cooperation, and an assessment of initiatives to enhance member capacity. Discussions also covered regional needs for providing and receiving technical assistance, outreach to potential new IADI members, and the consolidation of comments on the Draft Common Terms of Reference applicable to the activities of Regional Committees.
In addition, DIV took part in a meeting between IADI Chairman Alejandro López and non-EXCO member institutions. This important forum helps deposit insurers’ representatives engage directly with the IADI Chairman on key issues, emerging challenges, and technical assistance needs amid rapidly evolving financial markets.
IADI International Conference 2025: Multidimensional perspectives on global financial stability challenges
As part of the same mission, the DIV delegation attended the IADI International Conference 2025, a flagship event themed “Navigating Policy Challenges to Sustain Stability in an Uncertain and Fragmented World.”
The conference opened with welcoming remarks by FGD Secretary General João Freitas and opening remarks by IADI Chairman Alejandro López. The discussions addressed a broad range of critical issues faced by the global financial system, including macroeconomic risk assessment and the preservation of economic resilience; the need to strengthen financial safety nets, particularly in the context of cross-border crisis management; and the broad impacts of digital transformation, encompassing cybersecurity risks, the emergence of digital currencies, and non-traditional financial models.
The exchanges and insights shared by speakers from international financial institutions and deposit insurers were highly practical and provided valuable guidance for Vietnam in keeping up with international trends, strengthening the policy formulation framework, and enhancing the capacity of deposit insurance operations.
Participation in the IADI AGM 2025 and the International Conference offered DIV a valuable opportunity to stay abreast of global developments, strengthen its voice in professional forums, exchange experience with peer deposit insurers, and expand cooperation with regional and international partners. The knowledge and experience gained from these events are expected to make a meaningful contribution to ongoing policy refinement, capacity building within the DIV system, and the broader objective of maintaining the stability of the financial and banking system in the near future.
